In regulation 30 (administration and enforcement), for paragraph (1) there shall be substituted the following paragraph—

“(1)

These Regulations, except regulation 11(1) shall be executed and enforced by each local authority within its area and regulation 11(1) shall be executed and enforced by the Minister.”.
