  "text": "In regulation 4 (exemptions)—\n(a) in paragraph (1) for the words “the local authority” in both places where they occur there shall be substituted the words “the Minister”; and\n(b) sub-paragraphs (1)(a) and (b) and paragraphs (4), (5) and (6) shall be deleted.",
