  "text": "(1) This Order is called the Powys (Brecon and Llanfrynach Communities) Order 2004.\n(2) This Order comes into force on 1 April 2005, which is the appointed day for the purposes of the Regulations, except that for the purposes set out in regulation 4(1) of the 1976 Regulations, this Order comes into force on 1 December 2004.",
