  "text": "(1) The user of an installed system and the owner of a mobile system shall provide for any person operating the system adequate and suitable instructions for–\n(a) the safe operation of the system; and\n(b) the action to be taken in the event of any emergency.\n(2) The user of a pressure system shall ensure that it is not operated except in accordance with the instructions provided in respect of that system under paragraph (1)(a).",
