  "text": "The Forum may at any time appoint additional members as follows—\n(a) up to two persons representing the interests of business in the area served by the zone schools;\n(b) up to two parents of registered pupils attending zone schools; and\n(c) one person representing the interests of the further or higher education sector in the area served by the zone schools.",
