  "text": "(1) Any power of the Minister to make regulations under this Act, and the power of the Minister . . . to make orders under section eighteen of this Act, shall be exercisable by statutory instrument.\n(2) Any statutory instrument containing an Order in Council or regulations made under this Act shall be subject to annulment in pursuance of a resolution of either House of Parliament.",
