  "heading": "Amendment of Rule 1 of the principal Rules",
  "text": "In Rule 1(1) of the principal Rules there shall be inserted–\n(a) after the definition of “Civil Prisoner” the following definition:–\n““existing prisoner” shall have the same meaning as in Schedule 6 to the Prisoners and Criminal Proceedings (Scotland) Act 1993;”;\n(b) after the definition of “legal adviser” the following definitions:–\n““letter” includes any communication in written form which–\n(a) is directed to a specific person or address; and\n(b) relates to the personal, private or business affairs of, or the business affairs of the employer of, either correspondent,\nand includes an envelope containing any such communication;\n“long-term prisoner” means a person who is a long-term prisoner within the meaning of Part I of the Prisoners and Criminal Proceedings (Scotland) Act 1993 and who is sentenced on or after 1st October 1993;”;\n(c) after the definition of “Officer” the following definition:–\n““postal packet” includes newspaper, printed packet, sample packet, or parcel and any packet or article transmissible by post or other delivery service;”; and\n(d) after the definition of “Prohibited Article” the following definition:–\n““short-term prisoner” means a person who is a short-term prisoner within the meaning of Part I of the Prisoners and Criminal Proceedings (Scotland) Act 1993 and who is sentenced on or after 1st October 1993;”.",
