  "text": "(1) Subject to subsections (2) and (3), independent prison monitors are to be appointed on such terms and conditions as the Chief Inspector may determine.\n(2) A person who has been appointed as an independent prison monitor may be re-appointed for further periods.\n(3) A person may not be an independent prison monitor for a period (whether or not consecutive) of more than 9 years.",
