  "text": "The following provisions of the 2001 Act shall come into force on 1st April 2003:\n(a) section 1 (Security Industry Authority) to the extent not already in force;\n(b) section 2 (directions etc. by the Secretary of State);\n(c) section 24 (orders and regulations); and\n(d) Schedule 1 to the extent not already in force.",
