  "text": "Section 5 of the 2001 Act (offence of using unlicensed security operative) shall come into force on 1st December 2004 in the police areas of–\n(a) Avon and Somerset;\n(b) Cheshire;\n(c) Cumbria;\n(d) Devon and Cornwall;\n(e) Dorset;\n(f) Dyfed Powys;\n(g) Gloucestershire;\n(h) Greater Manchester;\n(i) Gwent;\n(j) Hampshire;\n(k) Lancashire;\n(l) Leicestershire;\n(m) Merseyside;\n(n) North Wales;\n(o) South Wales;\n(p) Staffordshire;\n(q) Warwickshire;\n(r) West Mercia;\n(s) West Midlands; and\n(t) Wiltshire.",
