  "text": "(1) Before awarding a contract under section 41 or 43 a contracting authority must publish a transparency notice.\n(2) A “transparency notice” means a notice setting out—\n(a) that a contracting authority intends to award a contract directly, and\n(b) any other information specified in regulations under section 95.\n(3) This section does not apply in relation to the award of a contract under section 41 by virtue of paragraph 15 of Schedule 5 (direct award: user choice contracts).",
