  "text": "(1) In this Part, a “regulated below-threshold contract” means a below-threshold contract which is not—\n(a) an exempted contract,\n(b) a concession contract, or\n(c) a utilities contract.\n(2) This Part does not apply in relation to procurement—\n(a) by a school,\n(b) by a transferred Northern Ireland authority, other than procurement under a reserved procurement arrangement or a devolved Welsh procurement arrangement, or\n(c) under a transferred Northern Ireland procurement arrangement.",
