  "text": "(1) Parts 2 and 3 apply to a contracting authority that is a devolved Welsh authority in relation to a procurement under—\n(a) a reserved procurement arrangement, and\n(b) a transferred Northern Ireland procurement arrangement.\n(2) Parts 2 and 3 do not apply to a contracting authority in relation to a procurement under a devolved Welsh procurement arrangement.",
