  "heading": "Amendments to the Social Partnership and Public Procurement (Wales) Act 2023",
  "text": "(1) The Social Partnership and Public Procurement (Wales) Act 2023 is amended as follows.\n(2) In section 25 (socially responsible procurement duty: major construction contracts), in subsection (2), for “with” to the end substitute—\n“that is a works contract with an estimated value equal to or greater than £2,000,000.”\n(3) In section 45 (interpretation of Part 3), in subsection (1)—\n(a) omit the definitions of—\n(i) “the Concession Contracts Regulations”,\n(ii) “the Public Contracts Regulations”,\n(iii) “public works contract”,\n(iv) “the Utilities Contracts Regulations”, and\n(v) “works concession contract”;\n(b) in the definition of “works” ..., for “paragraph 2 of regulation 2(1) of the Public Contracts Regulations” substitute “regulation 45 of and Schedule 3 to the Procurement (Wales) Regulations 2024”;\n(c) in the definition of “works contract” ..., for “regulation 2(1) of the Utilities Contracts Regulations” substitute “paragraph 4 of Schedule 1 to the Procurement Act 2023 (c. 54)”.\n(4) In section 45 (interpretation of Part 3), in subsection (2), for “regulation 6(1) of the Public Contracts Regulations” substitute “section 4 of the Procurement Act 2023”.",
