  "text": "(This note is not part of the Regulation)\nThe Producer Responsibility Obligations (Packaging Waste) Regulations 1997 (“the Principal Regulations”) impose on producers obligations to recover and recycle packaging waste, and related obligations.\nThese Regulations amend the recovery and recycling targets in Schedule 2 to the Principal Regulations for 2002 onwards. These targets are used to calculate recovery and recycling obligations. Regulation 2(2) increases the target for recovery from 56% to 59% and regulation 2(3) increases the target for recycling from 18% to 19%.",
