  "text": "Consumer Protection\nMade 11th July 2012\nLaid before Parliament 12th July 2012\nComing into force 1st October 2012\nThe Secretary of State is a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation and control of classification, packaging and labelling of dangerous substances and preparations.\nIn accordance with section 11(5) of the Consumer Protection Act 1987 the Secretary of State has consulted such organisations as appear to him to be representative of interests substantially affected by these Regulations and such other persons as he considers appropriate in accordance with section 11(5) of the Consumer Protection Act 1987.\nThe Secretary of State makes these Regulations insofar as they relate to the repeal of the Child Resistant Packaging and Tactile Danger Warnings (Safety) (Revocation) Regulations 1992 in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 and in all other respects, in exercise of the powers conferred by section 11 of the Consumer Protection Act 1987.",
