  "text": "(1) Any holder of an account to which a direct deduction order applies may apply to the Minister to vary the order.\n(2) The Minister must give any other holders of the account an opportunity to make representations in relation to the application.\n(3) The Minister must notify the applicant and any other account holders of the Minister’s decision on the application.",
