  "text": "(1) The Scottish Ministers may make a grant to a local authority in respect of costs incurred by the authority by virtue of this Part.\n(2) The payment of a grant under subsection (1) may be made subject to such conditions (including conditions as to repayment) as the Scottish Ministers may determine.",
