  "text": "(1) Byelaws made by a local authority in England under this Act shall not take effect unless and until they have been submitted to and confirmed by the Secretary of State ... .\n(2) Subsection (1) does not apply to byelaws of a class prescribed by regulations under section 236A(1) of the Local Government Act 1972.",
