  "text": "A person who wilfully obstructs any person acting in the execution of this Act or of any byelaw building regulation, order or warrant made or issued thereunder shall, in any case for which no other provision is made by this Act, be liable to a fine not exceeding £10 for a first offence and £20 for a second or subsequent offence.",
