  "text": "Where the running of public service vehicles is restricted or prohibited by any provision contained in—\n(a) a local Act (including an Act confirming a provisional order) passed before the commencement of subsection (2) of section 43 of the Transport Act 1980; or\n(b) an instrument made before the commencement of that subsection under any such local Act,\nthe Secretary of State may, on the application of any person affected by the restriction or prohibition, by order made by statutory instrument modify or revoke the restriction or prohibition.",
