  "text": "This Statutory Instrument has been made in consequence of defects in S.I. 2000/1970 and is being issued free of charge to all known recipients of that Statutory Instrument\nDISABLED PERSONS\nMade 18th December 2000\nLaid before Parliament 21st December 2000\nComing into force 15th January 2001\nThe Secretary of State, in exercise of the powers conferred on him by section 40(1) and (2) and 67 of the Disability Discrimination Act 1995, hereby makes the following Regulations:",
