  "text": "(1) The Ombudsman may not investigate under this Part a matter specified in Schedule 2.\n(2) The Welsh Ministers may by regulations amend Schedule 2 by—\n(a) adding an entry;\n(b) removing an entry;\n(c) changing an entry.\n(3) Before making regulations under subsection (2), the Welsh Ministers must consult the Ombudsman.\n(4) No regulations are to be made under subsection (2) unless a draft of the statutory instrument containing them has been laid before, and approved by a resolution of, the Assembly.\n(5) Subsection (1) does not prevent the Ombudsman from investigating action of a listed authority in operating a procedure established to examine complaints or review decisions.",
