  "text": "(1) The Assembly must, as soon as practicable after the end of the 5 year period, prepare and publish a report on the operation and effect of this Act during the 5 year period.\n(2) The Assembly may prepare and publish a report on the operation and effect of this Act at any time.\n(3) In preparing a report under this section, the Assembly must consult such persons as it considers appropriate.\n(4) In this section, “the 5 year period” means the period of 5 years beginning with the day this Act receives Royal Assent.",
