  "long_title": "The Secretary of State granted to Diamond Cable (Nottingham) Ltd on 17th April 1990 a licence under section 7 of the Telecommunications Act 1984 to run the telecommunication systems specified in Annex A to that licence, within the whole of the Boroughs of Nottingham and Broxtowe and adjacent parts of the Boroughs of Rushcliffe, Gedling and Erewash. A copy of the licence was laid before Parliament on 16th May 1990. This Order designates those telecommunication systems as public telecommunication systems. Consequently, by virtue of section 9(3) of that Act, Diamond Cable (Nottingham) Ltd will be a public telecommunications operator when the Order comes into force.",
