  "text": "TELECOMMUNICATIONS\nMade 28th March 1994\nLaid before Parliament 14th April 1994\nComing into force 13th May 1994\nWhereas the Secretary of State has granted to NORWEB plc on 3rd March 1994 a licence (“the Licence”) under section 7 of the Telecommunications Act 1984 (“the Act”), to which section 8 of the Act applies, for the running of the telecommunication systems specified in the Licence (“the Applicable Systems”):\nNow, therefore, the Secretary of State, in exercise of the powers conferred on him by section 9 of the Act, hereby makes the following Order:",
