  "text": "TELECOMMUNICATIONS\nMade 20th November 1997\nLaid before Parliament 24th November 1997\nComing into force 23rd December 1997\nWhereas the Secretary of State has granted to First Telecom plc on 21 April 1997 a licence (“the Licence”) under section 7 of the Telecommunications Act 1984(“the Act”), to which section 8 of the Act applies, for the running of the telecommunication systems specified in the Licence (“the Applicable Systems”):\nNow, therefore, the Secretary of State, in exercise of the powers conferred on her by section 9 of the Act, hereby makes the following Order:—",
