  "text": "(This note is not part of the Order)\nThis Order provides that qualifications when they are taken by a person aged 19 or over are outside the remit of the Qualifications and Curriculum Development Agency (“QCDA”) for the purposes of Part 8 of the Apprenticeships, Skills, Children and Learning Act 2009. Part 8 of that Act sets out the functions of the QCDA which apply in relation to qualifications within its remit.\nA full impact assessment has not been produced for this instrument as no impact on the private or voluntary sectors is foreseen.",
