  "text": "(1) The first person appointed as chief executive is to be appointed by the Welsh Ministers—\n(a) on such terms and conditions (including conditions as to remuneration, allowances and pension) as the Welsh Ministers determine, and\n(b) for a term of up to three years.\n(2) Subsequent appointments (or reappointments) of a person as chief executive are to be made by Qualifications Wales.",
