  "text": "Qualifications Wales is to consist of the following members—\n(a) a person appointed under paragraph 10 as the chief executive of Qualifications Wales (“the chief executive”);\n(b) a person appointed by the Welsh Ministers to chair Qualifications Wales (“the chair”);\n(c) at least eight and no more than ten other persons appointed by the Welsh Ministers under this paragraph (“ordinary members”).",
