  "text": "(1) A power to make regulations under this Act—\n(a) is exercisable by statutory instrument;\n(b) includes power to make different provision for different purposes;\n(c) includes power to make supplemental, incidental, consequential, transitional, transitory or saving provision.\n(2) A statutory instrument containing any of the following may not be made unless a draft of the instrument has been laid before, and approved by resolution of, the National Assembly for Wales—\n(a) regulations made under section 21 (power to specify minimum requirements);\n(b) regulations made under section 38(3) (power to impose monetary penalties);\n(c) regulations made under section 59 that amend or repeal any provision of an Act of Parliament or a Measure or Act of the National Assembly for Wales.\n(3) Any other statutory instrument containing regulations made under this Act is subject to annulment in pursuance of a resolution of the National Assembly for Wales.",
