  "text": "Where a complaint falls to be investigated in accordance with this paragraph, the Race Relations Board shall either investigate it themselves or—\n(a) if there is a body of persons notified to them by the Secretary of State for Employment and Productivity as being a body suitable to consider the complaint, refer it to them for investigation ;\n(b) if there is not, refer it to a conciliation committee for investigation.",
