  "text": "Where any such complaint is referred or made to the Secretary of State for Employment and Productivity then, subject to those paragraphs, the Secretary of State shall—\n(a) if satisfied that there is a body of persons suitable to consider that complaint, refer it to that body for investigation by them ;\n(b) if not, refer it to the Board for investigation by them or a conciliation committee.",
