  "text": "(1) As soon as practicable after the end of each calendar year the Commission shall make to the Secretary of State a report on their activities during the year (an “annual report\").\n(2) Each annual report shall include a general survey of developments, during the period to which it relates, in respect of matters falling within the scope of the Commission’s functions.\n(3) The Secretary of State shall lay a copy of every annual report before each House of Parliament, and shall cause the report to be published.",
