The Secretary of State, in exercise of the powers conferred upon him by section 71(2) and (3) of the Race Relations Act 1976^f1, after consultation with the National Assembly for Wales and with the consent of the Assembly^f2, and after consultation with the Commission for Racial Equality^f3, hereby makes the following Order:
