The Secretary of State, in exercise of the powers conferred upon him by section 71(2) and (3) of the Race Relations Act 1976f1, after consultation with the National Assembly for Wales and with the consent of the Assemblyf2, and after consultation with the Commission for Racial Equalityf3, hereby makes the following Order:
