  "text": "(This note is not part of the Order)\nThis Order implements Council Directive 92/66/EEC introducing Community measures for the control of Newcastle disease (O.J. No. L260, 5.9.92, p.1) so far as it requires vaccination of racing pigeons.\nFailure to comply with the provisions of the Order is an offence under section 73 of the Animal Health Act 1981.\nA Compliance Cost Assessment has been prepared and a copy has been placed in the library of each House of Parliament.",
