  "text": "(This note is not part of the Regulations)\nThese Regulations further amend the Radioactive Contaminated Land (Scotland) Regulations 2005 (S.S.I. 2007/179) in relation to the modifications made to section 78A of the Environmental Protection Act 1990 (c. 43) by those Regulations. The amendments made by these Regulations substitute a new definition of “substance” for the purposes of that section and make certain consequential amendments as a result of that new definition.\nA full impact assessment has not been produced for this instrument as no impact on the private or voluntary sectors is foreseen.",
