  "text": "(This note is not part of the Order)\nThis Order amends the Rail Vehicle Accessibility (Heathrow Express Class 360/2) Exemption Order 2005 (S.I. 2005/86) which authorises the use of specified rail vehicles even though they do not conform with the Rail Vehicle Accessibility Regulations 1998 (S.I. 1998/2456, amended by S.I. 2001/3215). The Order authorises the use of additional vehicles in the Class 360/2 fleet of electric multiple-units because the carpets in the vestibule do not contrast sufficiently with the carpets in the adjacent passenger saloon.\nA full regulatory impact assessment has not been produced for the instrument as it has no impact on the costs of business.",
