# The Railways (Access to Training Services) Regulations 2006, Introduction: Introductory text

The Secretary of State makes the following Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972.
He has been designated for the purposes of section 2(2) in relation to measures relating to railways and railway transport.
