  "text": "The following provisions of the Railways Act 1993 shall come into force on 22nd February 1994:\nin section 4, subsections (1) to (3), (5) and (6) for the purposes of the functions of the Regulator under section 70; section 70;\nin section 83, subsection (1) for the purposes of the definitions of “network licence”and “railway facility”.",
