  "text": "Section 5 of the Regulation of Railways Act 1889(penalty for avoiding paying of fare) shall be amended by inserting at the end the following subsection—\n“(5) In this section—\n(a) “railway company” includes an operator of a train, and\n(b) “operator”, in relation to a train, means the person having the management of that train for the time being.”.",
