  "text": "Where the Secretary of State or the Scottish Ministers provide the Office of Rail and Road with information under paragraph 1D, he or they may also, at the same time, make a suggestion to that Office setting out his or their opinion about—\n(a) when the next access charges review should be undertaken in relation to both the access agreement in question and every linked licence; and\n(b) the circumstances in which it would be appropriate to undertake such a review before that time.",
