  "text": "TRANSPORT\nMade 1st March 2006\nLaid before Parliament 9th March 2006\nComing into force 1st April 2006\nThe Secretary of State makes the following Regulations in exercise of the power conferred by paragraph 1(4) of Schedule 3 to the Railways Act 2005.\nIn accordance paragraph 1(5) of that Schedule he has consulted the Office of Rail Regulation, the Health and Safety Commission and such other persons he considers appropriate.",
