  "text": "(1) The provisions of the Railways Act 2005 specified in paragraph (2) shall come into force on 29th January 2007.\n(2) Those provisions are—\n(a) section 3 to the extent that it is not already in force;\n(b) section 4;\n(c) section 59(6) in so far as it relates to the provisions of Schedule 13 brought into force by this Order;\n(d) Schedule 4; and\n(e) in Part 1 of Schedule 13—\n(i) the entry relating to Schedule 4A of the Railways Act 1993 to the extent that it is not already in force; and\n(ii) the entry relating to paragraph 11 of Schedule 28 to the Transport Act 2000.",
