  "text": "In section 50 of the 1974 Act (consultation with HSC), after subsection (1) insert—\n“(1A) Subsection (1) does not apply to the exercise of a power to make regulations so far as it is exercised—\n(a) for giving effect (with or without modifications) to proposals submitted by the Office of Rail Regulation under paragraph 2(5) of Schedule 3 to the Railways Act 2005; or\n(b) otherwise for or in connection with the railway safety purposes.”",
