  "text": "The Secretary of State may direct the Authority to—\n(a) prepare draft regulations under section 36, 37, 38 or 39 for a specified purpose,\n(b) submit them for approval under section 40(2) (whether or not as modified in accordance with section 40(3)), and\n(c) make them if approved.",
