  "text": "TRANSPORT\nMade 7th March 1994\nLaid before Parliament 8th March 1994\nComing into force\nArticles 1, 2, 4 and 5 1st April 1994\nArticle 3 2nd April 1994\nThe Secretary of State, in exercise of the powers conferred on him by sections 7(1), (2), (9) and (10), 20(1), (2), (8), (9) and (12), 24(1), (2), (8) and (11), 49(4) and (5), 143(4) and 151(5) of the Railways Act 1993 and of all other powers enabling him in that behalf, and after consultation with the Rail Regulator in accordance with the said sections 7(1) and 20(1) in respect of articles 1 to 3, hereby makes the following Order:—",
