  "text": "TRANSPORT\nMade 7th March 1994\nLaid before Parliament 8th March 1994\nComing into force 1st April 1994\nThe Secretary of State, in exercise of the powers conferred on him by sections 8(3) and 143(3) of the Railways Act 1993 and of all other powers enabling him in that behalf, after consultation with the Rail Regulator and the Director of Passenger Rail Franchising in accordance with section 8(8) of that Act, hereby makes the following Regulations:—",
