  "text": "(1) In these Regulations,\n“application” means an application for a licence;\n“the Act” means the Railways Act 1993.\n(2) In these Regulations, any reference to a numbered regulation shall mean the regulation bearing that number in these Regulations and any reference in a regulation to a numbered paragraph is a reference to the paragraph bearing that number in that regulation.
